From Disclosure to Action: Introducing Our Climate Resilient Transition Plans White Paper Series

There is no shortage of climate risk disclosure. What remains in short supply is the capability to act on it.
The gap between identifying physical climate risks and doing something meaningful about them is one of the defining challenges of our time. Businesses are reporting. Frameworks are multiplying. Yet many organisations remain stuck — acknowledging climate change as a risk but not yet treating it as a core driver of strategy, investment, or governance. Measuring risk is not adaptation. Disclosing risk is not resilience.
This is the gap we set out to close.
We are pleased to announce the publication of a new white paper series — Climate Resilient Transition Plans in the Metals and Mining Sector — co-authored by Climate Sense and Satarla.
It is the product of a partnership that brings together two distinct but deeply complementary sets of expertise: Satarla's deep experience in risk management, sustainability, and metals and mining operations (including leading the drafting of the TPT Metals & Mining Sector Reporting Guidance), and Climate Sense's expertise in adaptive climate risk management, monitoring, evaluation, and learning. Together, we have developed something that neither of us could have produced alone.
Why Metals and Mining?
Mining operations frequently sit in already climatically sensitive, water-stressed, or remote environments. Projects span decades. Assets are exposed to physical hazards that will change over an operating lifetime — some of which have never been experienced before. The sector cannot afford not to adapt, and it cannot afford to adapt in ways that worsen vulnerability or carbon emissions.
At the same time, metals and mining is central to the low-carbon economy. The materials required for renewable energy infrastructure, electrification, and advanced technologies come from the ground. There is a profound interdependency between mining's own resilience and the world's ability to decarbonise. We believe the sector deserves practical, actionable guidance that reflects this complexity — and that is what this series provides.
Four Papers, One Journey
The series is structured as four interconnected white papers, each serving a distinct purpose. Together, they form an adaptive maturity journey — from understanding where you are, to building the capabilities needed to practice adaptive climate risk management.
Core
The Core paper is the essential starting point. It introduces the strategic case for climate resilient transition planning, explains why adaptation and transition planning must work in tandem, and sets out the Ambition, Action, and Accountability framework that underpins the series. It includes a practical "Decoding Where to Start" section for organisations at any stage of their adaptive maturity journey. If you read only one paper, read this one.

Extended
The Extended paper is the comprehensive practitioner guide. It goes deeper across every dimension: Foundations, Implementation Strategy, Engagement, Metrics and Targets, and Governance — as well as a full Maturity Journey. It is designed for sustainability teams, risk managers, and those responsible for developing and implementing climate resilient transition plans. It provides specific, actionable insights, tools, and worked examples to guide planning from site level through to entity level.

IFRS S2 Supplement
This supplement is for organisations reporting under, or preparing to report under, IFRS S2 (ISSB). It maps the adaptive capability maturity journey across the four TCFD- and IFRS-aligned pillars — Strategy, Risk Management, Metrics and Targets, and Governance — alongside Engagement. It describes, at each stage of maturity, what "good" looks like for physical climate risk management within an IFRS S2 disclosure context. Critically, it is not a compliance checklist; it is a tool for self-assessment, internal dialogue, and prioritisation.

TPT Supplement
This supplement is for organisations working within the UK Transition Plan Taskforce (TPT) framework. It aligns the maturity journey explicitly with TPT's disclosure principles — Ambition (Foundations), Action (Implementation Strategy and Engagement Strategy), and Accountability (Metrics and Targets, Governance) — through five distinct but interdependent capability stages. It reflects the lived reality that progress is rarely linear, and that entities may sit at different maturity levels across sites, functions, and value chain stages.

A Partnership Built for This Moment
Adaptation to a changing climate demands multiple competencies that cannot be found in one organisation alone. We have written about this before. We see it consistently in the projects we deliver — the most effective adaptation action emerges when financial, scientific, technical, governance, and decision-support expertise come together.
This series is a direct product of that conviction. Climate Sense and Satarla are not simply co-authors; we are co-thinkers. The adaptive capability methods that Climate Sense has developed and refined across decades of climate adaptation practice — including monitoring, evaluation, and learning cycles, capability assessments, and adaptation pathways — are integrated with Satarla's sector knowledge and sustainability risk frameworks to produce guidance that is both rigorous and practical.
Join Us at London Climate Action Week
We will be presenting this work at London Climate Action Week on Tuesday 23 June, 16:00–17:30 BST (online). The session — Climate Resilient Transition Planning in the Metals and Mining Sector (IFRS and TPT-aligned) — will bring together the lead co-authors, industry practitioners, and disclosure experts to explore how mining sustainability teams can move beyond compliance into climate-resilient transition planning and implementation.
Opening remarks will be delivered by Dr Rose Clarke (Operations Director, Satarla) and Angie Woo, MSc SCR (Resilience Investments Director, Climate Sense), followed by a panel discussion and open Q&A. Attendees will leave with concrete, actionable ideas for strengthening adaptive capacity in mining — and a framework for translating those lessons across sectors critical to a low-carbon global economy.
